'Grensgevallen' (Borderline cases) is a set of digital tools for use in secondary school groups. The set can be used by teachers to initiate discussions on the relation between the fundamental rights 'freedom of expression' and 'protection against discrimination'. The toolset provides a number of situations in which these two rights are colliding with each other and asks the students to take a stand.

'Grensgevallen' (Borderline cases) is a set of digital tools for use in secondary school groups developed by the Anne Frank foundation and the Waag Society. The set can be used by teachers in secondary schools to initiate discussions relation between the fundamental rights 'freedom of expression' and 'protection against discrimination' in situations where these two rights seem are colliding with each other.

This set of tools is based on the exhibition 'borderline cases' that is on display in the Anne Frank Huis in Amsterdam until the end of 2003. The title 'borderline cases' refers to situations in which two fundamental rights collide: the right to freedom of expression and the right to be protected from being discriminated against. Visitors of the exhibition are presented with various present-time situations of collision between these fundamental rights. Every situation is presented as a short film and ends with a concrete question. ('What is more important in this situation: The freedom of expression or the protection against discrimination?') In every situation the visitor is asked to make a decision based on the short presentation of the problem.

The digital tool set is intended for use in the 3rd class of Dutch secondary schools. It consists of a DVD with audiovisual material of six different situations wherein the abovementioned fundamental rights collide with each other. The tool set also contains instructions for teachers and extended background information for the students. These materials are carefully constructed to stimulate a deeper debate on the relative importance of these two fundamental rights in a class setting. As there is no 'answer' to these dilemmas, the individual students are encouraged to draw the boundaries of acceptable behaviors and limitation of fundamental rights. The tool kits can be ordered by schools directly via the Anne Frank Stichting in Amsterdam.
