Surveillance, Political Debate and Education - Kuugel in Innsbruck

Not only since "911" the security discourse became the hegemonial topic of the post office-modern society, by which from today all social affairs are organized. From Thatchers "There is NO alternative" over Giulianis "zero Tolerance" up to the fight against the globalization opponents: Security serves in each case as naturalized legitimaton of political decisions and national force excesses. Citizens longing for security became the populist zero of the liberal democracy. Satellite photography, transaction logs of Mobilephones, cross-linking of data bases, email-surveillance, private safety industry and wire-tapping pull the loop more closely around the neck of the productive forces.

Characteristically it is exactly these techniques and their medial overaffirmation, that provoke the fear, which the safety discourse trys to supress and which sets the private consumption in motion: "Don't be afraid, buy!". The State of surveillance lives a good life, and it intervenes completely concretely in the common life of each and everyone particular.

"kuugel" - an initiative for the repoliticalization of the social discourse on university, on a local and global level - picks out the Technoartefakt "surveillancecamera", in order to involve the city people of Innsbruck into a debate over the security discourse and to initiate local interventions in handling the apparatus of surveillance. 160,000 videocameras survey Austria, wrote the ministry of the Interior in its magazine "Public security": "Visible cameras have a deterring effect on criminals, at the same time the citizens should feel safe.". Visions of universal surveillance of the public area with video cameras, automatic face recognition and connected police data bases give an idea of upcoming dramatic changes. Since March 2003 kuugel is organising a whole set of panels to bring these questions to topic and to call at different places in the city for discussion. Parallel to it there is the request to all people of Innsbruck to take photos of surveillancecameras in the city and to post the pictures on the homepage of "re:control". There all camera locations are collected and documented. At the same time contributions to the topic surveillance are launched on the homepage. In October 2003 materials were presented in a public exhibition. Lectures, discussions, filmscreenings and installations will form the exhibition.

kuugel stands for a "critical University and society-emancipatory teaching". It was formed out of university and operated for approximately two years in Innsbruck at the interface of politics, theory and art. The initiative basis is repoliticalization, which is converted on the one hand with discoursive meetings in form of discussions, lectures and readings (plateaus) and on the other hand over direct interventions (lowlandses). The year 2003 was located completely in the indication of surveillance.
